Replicate Jammu-Kashmir Model against Left-Terrorism: Home Minister Rajanth Singh

Home Minister Rajnath Singh has asked the security agencies to
emulate the Jammu and Kashmir model in Maoist-affected States and
initiate “intelligence-based” operations against the top leadership of
extremists.

During this year, security forces have increased their activities the
Kashmir Valley and based on specific intelligence, killed around 120
foreign and local terrorists who were proving leadership to the terrorist
organizations.
Contrary to Jammu and Kashmir terrorism, there is a wide gap of
intelligence for Left Wing Extremism (LWE). The central committee of
the CPI (Maoist) has mostly remained off the radar of the security
agencies and little information is available about their movements and
whereabouts. The intelligence community does not have the recent
photographs of CC members, including its general secretary Ganapathy.
Along with tough action against the top leadership of terrorists,
this model is based on a multipronged strategy comprising of security,
development, ensuring human rights and providing entitlements of local
communities.

Home Minister Rajnath Singh reiterated the concept of
“SAMADHAN” as the new doctrine for use in security operations. He
had given the concept during a meeting of LWE affected states on May
08. The elements of this strategy are S for Smart Leadership, A for
Aggressive Strategy, M for Motivation and Training, A for Actionable
Intelligence, D for Dashboard-based Key Result Areas and Key
Performance Indicators, H for Harnessing Technology,  A for Action
Plan for Each Theatre and N for No access to Financing.

The status of development projects and security related issues in
the 10 LWE affected States were reviewed the Home Minister. The
States were asked to dedicate at least 30% local police personnel to
participate in operations with the Central forces. Among development
projects, stress was given on intense electrification of remaining villages
and providing air connectivity of neartowns. Eight solar parks are
also planned for the LWE-affected areas for which land acquisition is
under progress. The opening of new bank branches and ATMs in 35
most LWE affected districts was also reviewed.
