Civil Services with the role of catalyst and have asked to function as a fecilitator in place of doer. If civil services guided only rules then the problem of goal displacement can appear as civil servant with their too much emphasis on rule may end up selecting means for the ends. Civil services act as the pillars of planning as it is them that forecasting and series trend analysis become possible. On the basis of which the framework for social-economic reconstruction and planned development in various functional areas become possible.

Civil Services in modern times are consider as the CBI agents for development. As all development program considered as the two roles of civil services for preparing and enabling the societal change. It was observable that civil servant should become pragmatic, relevant, change oriented, ethical in their approaches. Their studies provided the idea that civil services can play an instrumental role in making a democracy more meaningful provided the civil servants are orientable towards people.
